MND Issues Statement Responding to Media Reports on Uncertified Testing Machines for Ballistic Plates

    In response to media reports regarding the machines used for testing the latest generation of the ROC military’s ballistic plates being uncertified, the Ministry of National Defense (MND) contends that all machines used for testing the ballistic plates from the 205th Arsenal of the Armaments Bureau had been calibrated by an independent third party (a TAF-certified laboratory).The ballistic testing and procurement of ceramic materials had all been supervised and recorded by members of the Test and Evaluation Center, and the entire procedure was conducted in accordance with the US Military’s procedures for Enhanced Small Arms Protective Inserts (ESAPI).

    The Armaments Bureau stated that the latest generation of ballistic plates is designed to withstand the PLA’s 5.8mm steel-core bullets, setting rigorous testing standards. Furthermore, the bidding for supplying the required ceramic plates was conducted in accordance with the Government Procurement Act, with the most suitable contractor selected after a fair evaluation by experts and scholars. These efforts were made to ensure the quality of military equipment, therefore, the MND encourages public support.
