    The Ministry of National Defense (MND) has issued the following explanation with respect to Mr. Zang You-xia being implicated in a violation of the Act Governing Relations Between the People of Taiwan and the Mainland (the "Cross-Strait Relations Act"):

1. The MND has investigated this case in accordance with the provisions of Article 9-3 and Article 91 of the Cross-Strait Relations Act. After verifying the facts from several parties and conducting interviews with the person concerned, the MND convened a review meeting with several authorities, including the National Security Bureau, the Ministry of the Interior, the Ministry of Justice, and the Mainland Affairs Council, on October 9. 

2. After discussing the case extensively, and retrieving statements from the party concerned and relevant opinions from committee members, it was found that the individual, Mr. Zang, jeopardized the dignity of the country by attending activities organized by political agencies (institutions) and groups of mainland China, and indeed violated the stipulation of Article 9-3 of the Cross-Strait Relations Act. As such, it was resolved that he should be penalized by putting a halt "to 75% of the monthly pension payment for five years, effective retroactively from August 20, 2024. Any remuneration that he has already received will be recovered, while medals and honors (excluding service medals and loyalty medals) are to be cancelled and nullified."
