The Navy Command Headquarters issued a press release on the completion of preliminary investigation on the joint landing combat drill accident (July 4, 2020)

Regarding the accident occurred during the joint landing combat drill on July 3, the Navy Command Headquarters said on July 4 that the special task force has completed their preliminary investigation. Those who were capsized due to drastic weather change were remarkable senior warriors, who completed the most rigorous training of vessel maneuvering. The team participating in the drill followed all required steps and completed 2 prior autonomous training missions and 2 comprehensive training sessions. This one was the third comprehensive one.
The Navy Command Headquarters further noted that the accident occurred due to abrupt change of weather that caused drastic waves, therefore leaving the vessel capsized. They are currently reviewing possible reactions to such event to strengthen the safety of training. All hospitalized members are receiving dedicated intensive care. Any blessings from those who would like to demonstrate their support for the bravery exhibited by the military would be greatly appreciated. The troops remain high-spirited and connected by unyielding morale despite such incident.
